The quick fix on iPhone
- Check iOS and the carrier. The phone needs iOS 18 or later and a carrier on Apple's list of carriers with RCS.
- Turn cellular data on and Wi-Fi off for a few minutes.
- Install the carrier settings update under Settings, General, About.
- Toggle RCS Messaging off and on under Settings, Apps, Messages.
- On a new, ported or transferred line, wait up to 24 hours.
On Android, Google Messages shows Setting up or Connecting instead, and the fix starts with mobile data, the default data SIM and one toggle of RCS chats. Both sequences are set out in full below.
What the status actually means
RCS registration is a handshake between the messaging app and the carrier network, and it verifies that your number really belongs to the device asking. It runs once per line, and it is the only step separating a phone with RCS messaging available from one still sending plain SMS. Waiting for activation is the state between the request going out and the confirmation coming back. Normally that takes minutes. Several ordinary conditions stretch it.
Where you see it
- iPhone. Settings, Apps, Messages, RCS Messaging. When the line is registered the switch is on and nothing sits beneath it. While the carrier is still confirming, the words Waiting for activation appear under the switch. Apple's own setup note says only that there can be a short delay after RCS is first turned on (Apple support), and that delay is where most of the questions come from. If there is no RCS Messaging switch at all, the phone is on iOS 17 or earlier, or the carrier has not enabled RCS for iPhone; Apple keeps the list of carriers that have.
- Android. Google Messages does not use the phrase. The equivalent line, under Messages settings, RCS chats, reads Setting up or Connecting until registration completes, then Connected. The causes and fixes below apply to both platforms.
How long does RCS activation take?
- A phone that has been in use for a while: minutes. If it has been more than an hour, something on the list below applies.
- A newly activated line, or an eSIM just transferred to a new phone: usually under an hour, occasionally several.
- A ported number: up to 24 hours, and the clock starts when the port completes, not when you requested it.
- After a factory reset, an iOS or Android update, or a SIM swap: minutes to a few hours, provided the phone has cellular service and data.
Why does my RCS say waiting for activation?
- The carrier has not enabled RCS on iPhone for your plan. This is the usual cause of an indefinite wait on an iPhone. Carriers switch RCS on for iPhone one at a time, through a carrier settings update, and prepaid brands and smaller MVNOs generally get it after their host network. Until yours does, the status sits at Waiting for activation because nothing is coming.
- The carrier settings update has not been installed. The phone only offers it when it checks in, under Settings, General, About, and a phone that has not taken it can wait behind it.
- The number is new, was just ported, or just moved to a new phone. Registration cannot complete until the port or transfer does, and the tail end of a port can run up to 24 hours.
- The phone is on Wi-Fi alone. Registration needs data, and it confirms the number by text message over the cellular line. A phone with cellular data off, no signal, or on Wi-Fi calling alone can sit in this state indefinitely.
- Airplane mode or a weak signal interrupted it. The request goes out and the response never arrives, leaving the status pending with nothing retrying it.
- It is registering on the wrong SIM. On dual-SIM Android handsets RCS follows the default data SIM. If your messaging line is the other one, it can wait forever.
- A VPN or private DNS is in the way. Registration traffic is ordinary internet traffic and some VPN configurations block or reroute it. This is a common cause on work phones.
- The device cannot register at all. Rooted Android handsets and some managed work profiles are refused by design, and the status can sit at waiting rather than reporting the refusal plainly.
How to fix RCS waiting for activation on iPhone
- Check iOS and the carrier. Settings, General, Software Update should show iOS 18 or later. Then find your carrier on Apple's list. If it is not there, waiting will not help; the switch does nothing until the carrier ships support.
- Give it cellular service. Confirm cellular data is on under Settings, Cellular, then try a few minutes with Wi-Fi off and a usable signal.
- Install the carrier settings update. Settings, General, About, wait about fifteen seconds, and install if prompted.
- Toggle RCS Messaging off and on under Settings, Apps, Messages, then toggle Airplane Mode on and off.
- Restart the phone and give it ten minutes with signal.
- Reset network settings as a last resort: Settings, General, Transfer or Reset iPhone, Reset, Reset Network Settings. This forgets saved Wi-Fi networks, so keep it for the end.
- Wait out the full 24 hours if the line is new, ported, or just transferred to this phone. After that, call the carrier and ask whether RCS is provisioned on the line. That is something they can see and you cannot.
How to fix it on Android (RCS chats Setting up or Connecting)
- Confirm mobile data is on and working. Load a web page over mobile data with Wi-Fi off. If that fails, fix the connection first, because nothing else on this list will help.
- Turn off any VPN or private DNS temporarily, then retry.
- Check the default data SIM under Android Settings, Network and internet, SIMs. It should be the line you are trying to register.
- Toggle RCS chats. In Google Messages, open Settings, RCS chats, turn the toggle off, wait a few seconds, and turn it back on. Stay in the app while it re-verifies. Google notes that toggling removes you from RCS group chats, so do it once.
- Restart the phone and give it ten minutes on a stable connection.
- Clear the Google Messages cache. Android Settings, Apps, Messages, Storage, Clear cache. Do not clear data unless you are willing to lose local message history that has not been backed up.
- Wait out the full 24 hours before concluding anything if the line is new or ported. Repeated toggling during that window does not speed it up.
If a full day passes on an established line with good signal and no VPN, the remaining likely causes are a device that cannot register or a carrier that does not yet carry RCS on your plan or your phone, and both are worth a call to the carrier rather than more toggling. Check your network's row in the RCS carrier support tracker before that call, since it records which US networks and prepaid brands carry RCS and on which handsets. If the switch is on and nothing is stuck but messages still behave like SMS, the problem is somewhere else; why RCS messaging is not working covers the rest.
Waiting for activation on Verizon, AT&T and T-Mobile
All three carry RCS on iPhone from iOS 18 and on Android through Google Messages, so on these networks an indefinite wait is rarely about carrier support. It is usually the line or the connection.
- Verizon. Give registration mobile data, not Wi-Fi only. On a Galaxy still using Samsung Messages, switch the default app to Google Messages first, because Verizon ended RCS in Samsung Messages in January 2025. See does Verizon support RCS.
- AT&T. Registration needs mobile data at least once, and it redoes the handshake after a SIM swap or an eSIM transfer. An Android phone that was carrying RCS in a manufacturer messaging app needs Google Messages set as the default. See does AT&T support RCS.
- T-Mobile. The same two causes apply: Wi-Fi alone often will not finish registration, and a SIM swap or an eSIM transfer starts it again. Metro by T-Mobile and the other prepaid sub-brands do carry RCS. See does T-Mobile support RCS.
Prepaid brands and smaller MVNOs on any of the three generally get RCS on iPhone after their host network, and the RCS carrier support tracker shows which have it.
- The status means registration was requested and the carrier has not yet confirmed it.
- On iPhone it appears under the RCS Messaging switch; Google Messages shows Setting up or Connecting instead.
- Up to 24 hours is normal on a newly ported, newly activated or newly transferred number.
- Registration confirms the number by SMS, so it needs a working cellular line as well as data.
- On iPhone, the usual cause of an indefinite wait is a carrier that has not enabled RCS for that plan.
- On dual-SIM Android phones it registers against the default data SIM only.
- A VPN or private DNS can block the registration handshake silently.
